Solvents

In general, Do organic solvents prefer neutral/ uncharged species as compared to water which prefers charged (positive or negative) species?

Also, do polar organic solvents mix with water at all?
Dichloromethane, simply by its tetrahedral conformation seems like it'd be polar but it doesn't mix with water.
